It makes the vehicle go faster. But surley if they filled the gap and make it reach the rear wing the car would be more streamlined thus making it faster. E.g from this; to this;

Doesn't matter, I just found out that engine covers that reach the rearwing are banned, hence the gap. Anywho who do you support?
